Canada Day outdoor movie screening costs have doubled since 2019. Re-booking fees have been paid four times in the past nine years due to weather and the pandemic. In 2023 there was a public incident in the park during the outdoor movie that 30 families were attending. These factors have the City looking at different options for future celebrations:

  • Discontinue the Movie in the Park event at a cost savings of $4,000 diverting $2,000 to the fireworks and $2,000 towards daytime celebrations.

  • Use $1,000 to upgrade the movie screen to a weather-resistant daytime screen. Have a daytime showing. Add $2,000 to the fireworks show.

On average 2000 people attend the Canada Day celebration in Brooks. The cost for the 2024 event was approximately $32,000:

  • Operating Budget $12,040

  • In Kind Donations $650

  • Staff Wages $8,400

  • Grant $11,000 (not guaranteed)

 

Access Transit operates within the city limits. It provides rides for seniors, those with cognitive and physical disabilities and anyone in the community with short-term disabilities. The cost to utilize Access Transit is $4 per one-way trip. A Quality Assurance Survey done for 2023 showed the service was most often used for:

  • Shopping/Banking/Taxes/Restaurants

  • Doctor/Optician/Massage/Physio/Dental/Lab/Hosptial

Other trips included rides to Community Special Events like the Farmers’ Market.

 

Vendors apply before May 2 for Earlybird Rates.

 

City's snow removal process - Decisions to remove the snow and how to remove the snow are based on:

  1. Type of snow

  2. Depth of snow

  3. Type of road

  4. Use of road

  5. Drainage on road

  6. Locations (intersections)

  7. Expected and current weather temperatures

  8. Expected and current amount of snowfall

  9. Time of year

  10. Cost

Plowing is done immediately and throughout a snowfall on the busiest arterial and collector roads. These roads become slippery quicker than others and take salt and sand to make them safe. Snow removal normally starts at 1:00AM.

Two major snow events occurred in 2024 to date. The estimated cost to move snow and apply sand and salt was $10,000/day over 14 days. The snow removal budget in 2024 is just over $250,000.

In addition to snow removal on roads, Parks and Public Works also removes snow from sidewalks and City owned parking lots which include:

  • FirehalI

  • JBS Canada Center

  • City Hall

  • CCC

  • Two downtown parking lots

  • Evergreen Activities Center

  • CRA

  • The Medium

1500 block of 2 Street East was under consideration for redesignation of two City-owned lots from Residential Single Detached (R-SD) to Residential High Density (R-HD). During the discussion, the question arose whether the entire block should be designated as Residential High Density (R-HD). The City owns all the lots except four which are privately owned.
