2023 Rosemary Quality of Life Snapshot. Grasslands Regional FCSS released the Brooks-Newell Region Quality of Life Report. The Rosemary Quality of Life Snapshot is a summary of the results for Rosemary.

SOCIO-ECONOMIC DATA

• Rosemary is the smaller of the two villages within the County of Newell.

• Population in 2021 was 370 according to the Federal Census. This is a decrease from 396 in 2016, a 6.6% decrease in population.

• Village of Rosemary land area is 0.59 km2 and a population density of 630.3/km2.

• Located 35km from Brooks.

• In 2022 there were 173 dwellings in the Village of Rosemary, a decrease from 183 private dwellings in 2016.

• The Seniors Wildrose Village has 6 apartment units.

AGE RANGE

• The median age in Rosemary was 36 years in 2021 (2017: 31.5 years and 2013: 37.4 years).

• 3.5 years lower than the median age in the Brooks-Newell Region.

• 29.7% of the Rosemary population is under 19 years of age indicating the presence of many young families in the community and a decrease from 34.1% in 2016.

• 14.9% of the Rosemary population are over the age of 65 years compared to 13.9% in 2016.

FAMILY STRUCTURES

• 54.1% of persons 15 years and older are married or living common-law (2017: 86.8%).

• There are 5 one parent families (2017: 20).

• 50 couple families with children.

• 50 couple families without children living in Rosemary.

• The average size of census families in Rosemary is 3.1 compared to 3.0 within the Brooks-Newell Region.

The average number of persons per household in Rosemary is 2.7 (2017: 3.2) which is the same as the Brooks-Newell Region.

HOUSING - (2021 Census Data, Newell Housing Foundation)

• Residential Development continues to grow with 3 new homes being built.

• 2021 Median Assessment Value for Rosemary residential properties was $170,000 compared to $348,000 for the County of Newell and $400,000 for the province of Alberta.

• In 2021, 77% of the housing in Rosemary was built prior to 2000, and 11.5% require major repairs.

• The Newell Housing Foundation operates 6 Affordable Housing Units in Rosemary. These units act as affordable housing for seniors in the community.

• The Rental Assistance Benefit, offered though Newell Housing Foundation, is open for application to residents of Rosemary. The rental Assistance Benefit assists households with subsidizing private sector rental costs.

Rosemary School is K - Grade 12 and had 163 Students in 2022-2023.

COMMUNITY SATISFACTION

• In 2022, 90% expressed Overall Satisfaction with the Community.

• 84.4% in 2017.

• 71.4% in 2013.

In Sequins… Studio of Dance is appealing the decision of the MPC to allow the change of use from Truck and Car Wash to a Retail, Cannabis and Liquor Store next door to the dance school. Their appeal calls to question a number of items, including:

• The development application review and approval processes.

• Affected Landowners not being notified prior to a decision being made.

• Varying the required setback of 150m to zero meters.

Their foremost concern is an “ethical and social responsibility for helping to safeguard the children of their studio and community.”

The Subdivision & Development Appeal Board meeting will be held on August 10.

Heritage Fall Fair at the Brooks and District Museum. Saturday, September 9, 11- 4PM. All ages are welcome to participate. Categories range from arts & crafts to baking, to hobbies and gardening. The Fall Fair is an event for participants to enter for judging. Entries will be judged by local community members. An antique tractor parade will take place on the grounds at 12PM. If you’d like to enter an item to be judged please contact the museum museum@bdmhs.ca for details. The Brooks Farmers Market will also be part of the event, to be a vendor selling items apply through Brooks Farmers’ Market.

Lake Newell Resort Community Association was formed to construct a paved pathway that connects to the Kinbrook Connection Pathway and extends to Lake Newell Resort. After their presentation, the County of Newell council agreed to fund 25% of the project. The remaining 75% of funding will come from Lake Newell Resort property owners through a $250 per year local improvement tax. Work on the project could commence in September.

Storage facility at Lake Newell Resort - The Subdivision and Development Appeal Board decided the development complies with the Land Use Bylaw and the Area Structure Plan. “The board encouraged the developer to take into consideration, where financially feasible, the Homeowner Association’s wishes for the exterior finish of the building to reflect the surrounding properties.”-S.Stanway
