Boundaries Map - This is Phase 5 of the Electoral Division Boundary Review. The population has been evenly distributed across nine electoral divisions. Any further changes would compromise on one of the primary goals of maintaining historical communities.

Population changes are as follows:

• Div 1 Rolling Hills from 590 (7.9%) to 726 (9.7%)

• Div 2 Tilley from 1035 (13.8%) to 808 (10.8%)

• Div 3 Patricia/Millicent from 565 (7.5%) to 697 (9.3%)

• Div 4 Scandia from 719 (9.6%) to 1029 (13.7%)

• Div 5 Cassils/Lake Newell Resort from 1301 (17.3%) to 920 (12.3%)

• Div 6 Bassano from 580 (7.7%) to 821 (10.9%)

• Div 7 Rosemary from 374 (5.0%) to 833 (11.1%)

• Div 8 Duchess from 768 (10.2%) to 834 (11.1%)

• Div 9 Gem from 630 (8.4%) to 834 (11.1%)

• Div 10 Brooks from 940 (12.5%) to 0 (0.0%)

These new electoral divisions will have no effect on fire or recreation division boundaries.

Shock Trauma Air Rescue Service (STARS) there have been 122 critical, inter-facility transfers from the Brooks Hospital from 2019 - 2025. In 2023, 14 Brooks and area residents were transported by STARS in other areas of the province. The City of Brooks agreed to STARS funding request for $1 per capita ($14,924} for 2024 and 2025.

The Province of Alberta contributes $15 million, which is 50% of their operating budget. More than $2 million is received annually from over 90% of Alberta's municipalities. The remainder of their operating budget, the replacement of their fleet and other special projects and initiatives are funded from fundraising. In 2023, they ra$27.8 million. This enables STARS to continue providing their critical service, at no cost to the patient.

Brooks Bandits May/June ice request: Council approved the costs for a permanent/ongoing solution to accommodate both the Bandits and the PBR possible future bookings. The cost of $27,000 ($14,000 supplies and $13,000 storage unit), will be funded by the Council Projects Reserve, and the Brooks Bandits will fund $9,840 ($3,480 staff time, $3,000 power and $3,360 additional staff costs). Bassano dedicated resources to a Recreation and Community Services Liaison position and invested in a recreation master plan 4 years ago. Below are some successes of 2023:

• Concerts in the park.

• 5,000 outdoor pool patrons in 2023.

• Increase in private pool rentals.

• Free swim Fridays.

• Second annual Small Town Smoke Down raised $9,000.

• Outdoor skating rink will be installed for the 2024/25 winter season.

• First annual Dam Disc Golf tournament.

• Hosted the 2023 Professional Rodeo, and a Stampede/Rodeo breakfast that will run again in 2024.

• Bassano will take full advantage of the RecCONNECT asset.

• New murals were installed at the Cenotaph, artwork was designed and completed by local artist, Theresa Kelly.

• Volunteers transformed an underutilized greenspace into a multi-use area with the addition of an off-leash dog park.

The total operating expenses were 15% under budget. This was achieved through grants, lower maintenance costs of the Community Hall and an increase in facility Revenue.

Top 7 over 70 - Community Foundation of Southeast Alberta is launching a new initiative to recognize individuals over 70 who have made significant contributions to their communities. “It's about the people becoming inspired to say ‘I'm not going to simply become a pickleball player when I turn 65’.” is how Francis Barnes, a member of the CFoSEA board of directors described the initiative. The gala event will take place Oct. 10th in Medicine Hat. Nominations can be made online.
