RCMP Update on Investigation - During Council discussion, the RCMP provided an update regarding the death of a young person found in the city at the end of August. The RCMP confirmed the investigation is active and ongoing, noting that complex investigations can take time. Staff Sergeant Harms emphasized there is no concern for public safety, and if at any point public risk were identified, the community would be notified immediately. While no details can be shared to protect the integrity of the investigation, the RCMP confirmed multiple units, including the medical examiner’s office, remain involved and that updates will be provided when appropriate.

Projects Removed from 2026 Budget - Council supported removing several projects from the 2026 Capital Budget.
• Annual linear trails and beautification program ($100,000)
• Annual community spray park program ($100,000)
• CRA parking lot improvements ($50,000)

Cemetery Expansion - Council deferred the $774,157 cemetery expansion project to 2027. Administration noted there is approximately one year of burial space remaining. Council was also asked to consider phased cemetery fee increases of 20% per year over the next five years to help fund a future expansion and bring the City of Brooks closer to average fees in comparable municipalities. The proposal did not pass, as it required unanimous approval. Councillor Regner was opposed to increases beyond a one-time 20% increase.

Drive-through Light Display - The drive-through light display is open at the Brooks & District Museum from 5:00 pm to 10:00 pm for all of December! There will be a sign on the grounds with the radio station to tune into. The donation box at the end of the drive-through will be collecting donations for the new tractor exhibit building!

Staged Utility Rates - Council took the first step toward updating water, sewer, garbage, and recycling rates after administration explained that none of the City’s utilities are currently charging enough to cover the full costs of operating and maintaining the utilities. Under a full cost-recovery scenario, the total household utility bill for the average residential customer would rise to about $211 per bi-monthly billing period. Instead, Council approved a staged approach for 2026. The approved rates increase the total household utility bill for the average residential customer by $10.78 per bi-monthly billing period, to $169.90, to avoid rate shock.

2025 Election Turnout - Voters had two advance polling opportunities followed by Election Day on October 20. A total of 2,933 electors cast ballots, including 452 voters at the first advance poll, 847 at the second, and 1,634 on Election Day. City staff and temporary election workers were credited for ensuring the election ran smoothly.
