Old Rodeo Grounds update: the 23-acre property is being designated for Christ the Redeemer Catholic Schools. To ensure the land transfers back to the City at its end of life as a school a Joint Use Planning Agreement will be written up. As this property touches the City boundary, as per the lntermunicipal Development Plan it will be circulated to the County of Newell for comment. A public hearing is planned for September 16.

Bandits Request - The Brooks Bandits agreed to pay for the removal and installation of ice decking to have ice in after the PBR Rodeo. They ended up participating in the takedown assuming the invoice would be reduced substantially due to their efforts. New CAO Chris Parker advised that the City has done everything to assist this organization, and from reviewing information from past meetings, he recommends that the Bandits request to have the invoice of $3,480 waived in full or reduced be denied. Council Committee would like to have an informal meeting with the Brooks Bandits Board to discuss future relations.

Southern Alberta Energy from Waste Association - SAEWA’s mission is to develop an Energy from Waste (EFW) Facility in Southern Alberta as an alternative to landfilling resulting in over 7,000,000 tonnes of GHG (greenhouse gas) reduction. In early 2024 interest in investing in an EFW facility far exceeded expectations. The screening and short-listing process will begin to select a developer for an EFW Facility at the Newell Regional Landfill site. SAEWA must then undertake its most comprehensive work to date to establish waste agreements with the 51 members and four waste authority stakeholders.

Soccer Field Options - the Grasslands Soccer Association was disappointed to learn that City Council decided to dedicate the entire parcel of the old rodeo grounds for the new Catholic School. They have asked for the location adjacent to the Francophone school to be considered for the new Catholic School instead. Their preferred options for soccer pitches are as follows:

• Share the space with the Catholic School at the old rodeo grounds site; if the Catholic School Division only needs 9 acres;

• South side of Quad Ball Diamonds

• Meadowbrook Recreation Space - irrigation may be a problem as the main water line is quite far away.

• Uplands location is complex because there are different landowners and a substantial amount of earthwork to be done. This is probably not an option, but it could be if needed.

This discussion will be brought back to a future Council Committee meeting.

Chaos request - the Macdonald Cup Tournament had three BC lacrosse teams pull out creating a big gap in funding. The Southern Alberta Chaos organization requested a reduction in the cost of renting the CRA. The City asked for an audited financial statement and a financial statement for the Tournament before making a decision.

Prairie Rose Hospice Palliative Care Society (PRHPCS) THANK YOU for all the opinions shared they will be used to guide future decisions.

We do not currently have hospice beds in the Brooks Health Centre. Some beds are "designated" as palliative care but there is no guarantee that someone would be placed there. Hospice could be within an existing facility but to be a true hospice, the staff should have specialized palliative training. Hospice care focuses on the care, comfort, and maximizing quality of life of a person with a serious illness approaching the end of life. It also includes the family and friends. A hospice care facility is for when it is no longer possible to be at home. Comfort care is key in hospice as active treatment is no longer an option. Typically, this kind of care is not available in the hospital as their focus is on active care of the physical illness.
